In order to find integrated solutions for complex problems it is almost always necessary to combine the knowledge of specialists from different disciplines. Over the years we have communicated a lot with policy makers and specialists from different backgrounds and tried out ways for improving the efficiency of their co-operation and their mutual exchange of information and knowledge with a view to find better ways to address and solve policy problems.

We do this by means of our models and tools and (1) structure the policy-making process, (2) facilitate the communication between policy makers and specialists of different disciplines, and (3) provide a tangible insight in the different processes at stake as well as (4) the implications of possible policy measures.

By having participants elucidate their ideas, values and criteria we facilitate the communication within decision-making processes. In a group setting we stimulate the generation of alternative solutions for the problem(s) posed and calculate the likely impacts with a model or, if available, a Decision Support System. The effects of policy measures and external influences on the autonomous dynamics of the system, within which the problem is posed, are tried out, analysed and communicated back to the group. With this combination of structuring, information provision, analysis and communication, we support the policy making process and enable multi-actor and integrated decision-making.

For carrying out the kind of exercise described, the participants do not need to have particular hands-on experience with models or information systems. The technical support tools can be applied interactively or not, operated by the participant proper or by a RIKS-collaborator as an intermediary. The RIKS-collaborator will in any case coordinate the different steps in the decision-making process, translate the policy problems into inputs understood by the model(s) and DSS and explain the relevant results obtained from the same model(s) and DSS to the decision makers and other participants.
